<p>April 7 update &#8211; from Idaho Sportmens connection.<br />
 </p>
<p>There has been a lot of activity at the capital this morning, with the House and Senate working through additional appropriation bills. The Senate finished there business, and adjourned sine die at about 12:30pm and are officially done for the 2011 legislative session. The House took recess just after the noon hour, and will return back to hear a few more appropriation bills looking to sine die early afternoon.</p>
<p>Important: There has also been an interesting turn of events regarding Domestic Cervidae at the capital. If you remember, the negotiated rules that were before the House were rejected, and then recently the Senate concurred with the rejected portions of the rule from the House. <a href="http://legislature.idaho.gov/legislation/2011/HCR024.htm" target="_blank">HCR024</a> was that concurrent resolution that rejected the negotiated rule, and has been sitting in the Senate Agricultural Affairs Committee since March 18th. <strong>Now that the Senate has adjourned sine die, and this concurrent resolution was not presented to the full Senate, therefore not passed by the Senate, the rules that ISCAC had worked on for so long over the summer months and negotiated go into effect!</strong></p>
<p><strong></strong> </p>
<p>Important: Additionally, <a href="http://legislature.idaho.gov//legislation/2011/S1085.htm" target="_blank">SB1085</a> was pushed down to the bottom of the third reading calendar over the past few days and the House adjourned sine die with the bill sitting on the third reading calendar. This means that <a href="http://legislature.idaho.gov//legislation/2011/S1085.htm" target="_blank">SB1085</a> is dead, and cannot move forward nor can it carry over to the next legislative session.</p>
<p><strong>Now that both houses have adjourned sine die, this will be the final post for the 2011 Legislative Session.</strong></p>

<p>EPA Denies Petition Calling for Lead Ammunition Ban</p>
<p>WASHINGTON &#8211; The U.S. Environmental Protection Agency today denied a petition calling for a ban on the production and distribution of lead hunting ammunition. EPA sent a letter to the petitioners explaining the rejection &#8211; that letter can be found here:http://www.epa.gov/oppt/chemtest/pubs/sect21.html  </p>
<p>Steve Owens, EPA assistant administrator for the Office of Chemical Safety and Pollution Prevention, issued the following statement on the agency&#8217;s decision:</p>
<p>&#8220;EPA today denied a petition submitted by several outside groups for the agency to implement a ban on the production and distribution of lead hunting ammunition. EPA reached this decision because the agency does not have the legal authority to regulate this type of product under the Toxic Substances Control Act (TSCA) &#8211; nor is the agency seeking such authority.</p>
<p>&#8220;This petition, which was submitted to EPA at the beginning of this month, is one of hundreds of petitions submitted to EPA by outside groups each year. This petition was filed under TSCA, which requires the agency to review and respond within 90 days.</p>
<p>&#8220;EPA is taking action on many fronts to address major sources of lead in our society, such as eliminating childhood exposures to lead; however, EPA was not and is not considering taking action on whether the lead content in hunting ammunition poses an undue threat to wildlife. </p>
<p>&#8220;As there are no similar jurisdictional issues relating to the agency&#8217;s authority over fishing sinkers, EPA &#8211; as required by law &#8211; will continue formally reviewing a second part the petition related to lead fishing sinkers.</p>
<p>&#8220;Those wishing to comment specifically on the fishing tackle issue can do so by visiting http://www.regulations.gov. EPA will consider comments that are submitted by September 15.&#8221;</p>

<p>Saturday, September 11, 2010, the Parma Rod &amp; Gun Club will host the Sixth Annual Idaho State IDPA Championship Match. We invite the first 125 IDPA members that register to come and shoot twelve creative stages with us. We are a small club but we are known for big fun and innovation. (MD Note: If you are expecting to come and shoot basic stages this is not that match. We really pride ourselves on quality and <span style="text-decoration: underline;">challenging</span> stages.) This will be our sixth sanctioned IDPA match and we have had great responses from previous matches and look to improve this year. It will be big fun. We have fantastic video of the 2005, 2007,2008 and 2009 matches <a href="http://www.parmarng.org/Pix/_Pix.html">here</a>. You may have heard of our club before, since the <a href="http://www.mgmtargets.com/">MGM Iron Man 3-Gun Match</a> is held here every year.</p>
<p>The match will be held at Parma, Idaho at the Parma Rod &amp; Gun Club, <a href="http://www.parmarng.org/MapToRange/MapToRange.html">(see the map to the range here)</a>. We will be running a Cold Range on match day. Sign-In and Equipment Check will be held from 7:00 am to 8:30 am Saturday morning at the range. The shooters&#8217; briefing will begin at 8:30 am and the match will begin at 9:00 am. We will break for lunch between 11:00 am and 1:00 pm depending on your squad. A simple awards announcement will be held at the range after an appropriate one hour protest period. Awards will be given to the Division / Class winners at the match.</p>
<p>This is an <a href="http://www.idpa.com/">IDPA</a> sanctioned match, run using the 01/25/2005 IDPA rulebook. As such, all competitors will be required to have their valid IDPA membership cards and signed classification cards with them on match day. Do not forget your IDPA membership card, or you will not be allowed to shoot. We will check the IDPA database, but your signed classification card trumps all. If you forget your IDPA Classification card and you are not in the national database, you will be required to shoot in the Master class. There will be a maximum of 175 required shots and this will be a lost brass match. All scenario stages will be shot from concealment. A prize table is to be expected with a few guns on the table. If you are a potential sponsor or know one, please feel free to submit something or solicit for us.</p>
<p>We must receive your legibly filled-out <a href="http://www.parmarng.org/Idaho2010IDPA/2010-Idaho-State-IDPA-Reg.pdf"><strong>Match Registration Form, Signed Waiver and Fees</strong></a>, on or before registration closes the day before the match, September 10. No registration will be accepted without a signed waiver and appropriate fees. Registration will only be allowed via US Mail. The match fee is $60 which includes the best lunch in shooting sports, guaranteed! SO’s will shoot for free and other staff for half price. Registration will be for Marksman, Sharpshooter, Expert, and Master class shooters and will capped at the first 125 eligible shooters, so please enter early. <a href="http://www.parmarng.org/Idaho2010IDPA/HotelFlyer.pdf"><strong>Special room rates are available at two local hotels</strong></a>.</p>
<p>These types of events are only as good as the great volunteers that work behind the scenes. We are asking for folks that would like to help out with the match in any way, even if it means you donate a timer for match day use. SO’s will shoot for free and all other staff will shoot for $30. When you register for the match, indicate on the registration form what you would like to do at the match and pay the appropriate amount. Staff and SO’s serve at the discretion of the Match Director (MD), so please contact the MD if you wish to volunteer.</p>
<p>For those of you from other climates, Idaho usually has absolutely beautiful weather in September. Even though it is unusual, we can have cold temperatures, rain, wind, or even snow. Please bring a variety of clothing, including gloves and warm footwear, as we will have the match rain, snow or shine.</p>

<p>Parma is a very small farming community, with a great range facility. The surrounding area has several very nice towns and two larger cities, Boise and Ontario. Boise has an excellent shopping mall, as well as many other stores and shops. Ontario has great shopping as well.
