<p>On February 22, a new law on guns in national parks takes effect.  The law repeals a National Park Service rule that has long prohibited Americans from lawfully possessing firearms in national parks for self-defense.<span id="more-204"></span></p>
<p>The new law, passed last spring by an overwhelming bipartisan vote in the U.S. Senate, will allow people to possess, carry and transport firearms in national parks, in accordance with state law.</p>
<p>However, many details remain to be worked out.  Reports indicate that National Park Service officials are debating issues such as the definition of “federal facilities,” where firearms will remain prohibited under a different federal law.</p>
<p>NPS officials are expected to issue further information as February 22 approaches, and some parks have already published information on their new policies.  Because state laws vary greatly, before you visit a national park, you should check the park’s website or call the park headquarters for more information.  NRA will also provide updates as they become available.</p>

<p>In the past two years IDSSA has had remarkable success.  Idaho now has some of the strongest range protection laws in the country. Instructors, match directors, and match officials no longer have to fear nuisance lawsuits that threaten to put them out of business. Firearms laws are now required to be uniform throughout the state. With your help we will add to these successes in 2010.<span id="more-194"></span></p>
<p>We are currently drafting bills which (among other things) will remove some location prohibitions on concealed carry and offer an opportunity of rehabilitation for certain people under Federal firearms restrictions. When the legislative session in Boise starts we will monitor the legislative proposals and report to you on bills that have the potential to affect firearm ownership and use or shooting ranges <span style="text-decoration: underline;">whether obviously firearms related or not</span>. Finally, as part of our core mission, we continue to work with multiple government agencies and elected officials to improve funding for shooting ranges and locate land for new ranges.</p>
<p>We could not have accomplished anything without you, our members. Your continuing support is what makes our efforts possible going forward. If you or your club has not renewed your supporting membership yet please take this opportunity to do so. No one takes a salary and all membership funds go directly to supporting our mission. Membership support is our sole funding source.</p>

<p><span id="more-123"></span>.22LRTR [Long Range Tactical Rifle] is the sport of engaging targets with precision fire with .22 caliber rim-fire rifles. Courses of fire can test the limits of you and your equipment by inducing time limits and complicated field positions. (Think of a Sniper type match using .22 rim-fire rifles at proportionally shorter distances)</p>
<p>It is a direct spin off of LRTR held at Parma.  See here… <a title="http://www.parmarng.org/ShootingEvents/LRTR/LRTR.htm" href="http://www.parmarng.org/ShootingEvents/LRTR/LRTR.htm" target="_blank">http://www.parmarng.org/ShootingEvents/LRTR/LRTR.htm</a></p>
<p>.22LRTR is heavily influenced by the US Army’s International Sniper Competition that has been broadcast on The Military Channel the last few years.</p>
<p>.22LRTR started as a way to train more cheaply while still experiencing similar challenges of LRTR.  What everyone found out is that shooting .22’s like this is fun all by itself.</p>
<p>If you are a LRTR shooter and want to train/practice cheaper or you are a small bore/rim-fire shooter who wants to try something new or you just like to shoot fun matches then .22LRTR is something to try and a whole lot of fun.</p>
<p>.22LRTR vs. LRTR cost comparison</p>
<p>Rifles, scopes and ammunition costs are significantly less with .22LRTR.</p>
<p>One-hundred rounds of quality .22 rim-fire ammo is $5-$16.  One-hundred rounds of quality .308 ammo is well over $120.</p>
<p>A stock Ruger 10/22, Savage Mark II, Marlin M60, etc. are all completive rifles.  This is all about cheap, fun shooting.</p>
<p>Ballistics comparisons</p>
<p>The standard round for LRTR is the .308 with a 175 grain SMK, .490BC bullet at 2600 FPSMV.</p>
<p>Using CCI Green Tag .22 ammo for comparison, with a 40 grain, .125BC bullet at 1070FPSMV.</p>
<p>A 250y .22 shot closely replicates a 1,000y, shot from a .308.(approx 40MOA up from zero[100y zero for .308, 25y zero for .22],</p>
<p>Windage corrections in MOA are also very similar.  For example, a 10 mph wind at 250yards with a rim-fire needs about the same MOA correction as a 1,000 yard .308 also with a 10 mph wind, 10MOA).</p>
<p><em><strong>Equipment</strong></em></p>
<p><strong>Gear needed:</strong></p>
<p>Basically same as LRTR but use a rim-fire rifle rather than a centerfire.308</p>
<p>.22 rim-fire rifle- Bolt action, semi auto, pump, etc., does not matter.  Bring whatever you have.  Each action type has a particular advantage.</p>
<p>Optics &#8211; are highly, highly recommended and really preferred,( but if one wants to shoot with Irons go for it, just realize the game is built around scoped rifles).  A Mil-Dot scope is recommended but not necessary.</p>
<p>A bipod can be useful, but one can shoot off a ruck if preferred.</p>
<p>Spotting optics- binoculars or a spotting scope are helpful, but one can use their rifle scope for spotting.( a $20 pair of binoculars will work super also)</p>
<p>Range finding equipment – current emphasis for matches does not include range finding, but in the future range finding skills will be required just like LRTR.</p>
<p>Transport gear-Ruck, duffle or shooters box to transport misc. items.</p>
<p>Ground gear- shooting mat, blue tarp, knee and elbow pads, whatever</p>
<p>Dope sheet-you should have come-up data out to 300 yards.</p>
<p>Misc. gear- as needed.</p>
<p><strong>Rules</strong></p>
<p>Safety first, the 4 rules apply and engage your brain.  Unsafe actions by you will mean disqualification.</p>
<p>A hit is defined as making the steel move, from non ricochet, dirt splash or chain strike.  Paper is scored as defined by COF description.</p>
<p>Only .22 Short, Long or Long Rifle Rim-fire ammo is allowed.  No .17 rim-fire or .22WMR</p>
<p>Divisions are: Semi-Auto rifle, all other action types and Juniors.</p>
<p><strong>Match details</strong></p>
<p>12- stages, approx 120 scored rounds</p>
<p>Bring 200 rounds</p>
<p>Entry fee, $10</p>
<p>Match should last till noon-ish</p>
<p>The Sept match will be shot at the Small Bore range which has several gravel firing positions so bring a shooting mat or tarp if you don’t want to roll around in the gravel.</p>

<p>On Wednesday, April 8, House Bill 65A was signed by Governor C.L. &#8220;Butch&#8221; Otter (R).  The bill goes into effect on Wednesday, July 1.<span id="more-62"></span></p>
<p>HB65A will enable law-abiding Idahoans to purchase firearms in non-contiguous states.  It will also permit non-residents to purchase long guns in Idaho.  As the outdated law currently stands, residents of Idaho can only purchase firearms from immediately surrounding states.  With the enactment of this bill, a resident of Idaho would now be allowed to purchase a firearm in most of the 49 other states.  This bill affects only rifles and shotguns, as federal law prohibits interstate handgun sales.</p>

<p>A number  of NRA-backed bills are currently at different stages of the legislative process  in Boise.</p>
<p>On  Monday, March 30, <a title="http://www.legislature.idaho.gov/legislation/2009/H0065.pdf" href="http://www.legislature.idaho.gov/legislation/2009/H0065.pdf">House Bill  65A</a> passed the State Senate by a 31-0 vote (with one excused vote).  It now heads to the desk of Governor C.L.  &#8220;Butch&#8221; Otter (R) for his consideration.   HB65A would  enable law-abiding Idahoans to purchase firearms in non-contiguous states.  It  would also permit non-residents to purchase long guns in Idaho. <span id="more-48"></span> As the  outdated law currently stands, residents of Idaho can only purchase firearms  from immediately surrounding states.  With the passage of HB65, a resident of  Idaho would now be allowed to purchase a firearm in most of the 49 other  states.  This bill affects only rifles and shotguns, as federal law prohibits  interstate handgun sales.</p>
<p><a title="http://www.legislature.idaho.gov/legislation/2009/H0137.pdf" href="http://www.legislature.idaho.gov/legislation/2009/H0137.pdf">House Bill  137</a> would allow state parks the ability to regulate discharge outside of  normal, lawful usage; i.e. target practice in a safe area, hunting, sporting  clays, or self-defense.  The purpose was to help control what would be  considered unlawful discharge in populated areas.<strong> It also includes that a  subsection permits concealed carry in state parks.</strong> This bill was signed into law by the Governor  on Friday, March 25.</p>
<p><a title="http://www.legislature.idaho.gov/legislation/2009/H0194.pdf" href="http://www.legislature.idaho.gov/legislation/2009/H0194.pdf">House Bill  194</a>, the  &#8220;Idaho Sport Shooting  Immunities Act (IDSSIA),&#8221; encourages  people to volunteer at shooting ranges as range officers by providing them with  liability protection.  The bill was amended to comply with workers compensation  issues to protect law enforcement while they are involved in shooting  activities.  HB194  passed out of the Senate State Affairs Committee last week and will likely be  amended once more before heading to the Senate floor.</p>
<p>On  Tuesday, March 24, <a title="http://www.legislature.idaho.gov/legislation/2009/H0229.pdf" href="http://www.legislature.idaho.gov/legislation/2009/H0229.pdf">House Bill  229</a> passed the Idaho State House by a 61-9 vote.  This NRA-supported measure makes numerous  improvements to the current emergency powers statute that <a title="http://www.nraila.org/Legislation/Read.aspx?id=2116" href="http://www.nraila.org/Legislation/Read.aspx?id=2116">was signed into law  in 2006</a>.  It has moved to the Senate  and has been assigned to the Senate State Affairs Committee.  HB229 is a NRA-supported reform to  legislation passed in 2006.   Specifically, this prevents government  officials from imposing additional restrictions on the lawful possession,  transfer, sale, transport, storage, display, or use of firearms and ammunition  during a state of emergency.</p>
